Back on July 1, 2009, kjisbored (see Submittals to Washington: kjisbored) submitted a letter to Illinois Senators and Congressman Bill Foster regarding the issues with Health Care continuation coverage to laid off employees and the impact on a small business. Below is the response from Congressman Foster’s staff. Once again the folks in Washington will respond - that is - if WE ALL let them hear from us.
Congressman Foster has received your email and asked me to contact you and apologize for the delay in response. I have contacted the Department of Labor to get more information about your complaint. If you company has less than 20 employees, the program you are participating in is administered by the State. The state’s “mini-COBRA” received funding through the American Recovery and Reinvestment Act. However, because it is a State program, it is administered at the State level. Has the issue been resolved since your initial email?

We have determined that the issue is being resolved, but not until October. It appears when the State gets handed down this responsibility they are not effective or efficient in getting the small businesses the money allocated by the Federal government.
It appears to us that government at all levels must become more effective to truly reduce the cost of Health
Care and that any reform needs to address the effective administration of their programs in order to reduce costs to individuals, business and the government (Medicare and Medicaid).
